W72 Vintage Traffic Police Officer Cop "Sterly" on her Helmet Marked Spain

Vintage Traffic Police Officer Cop Whistle
with Celluloid Head and
"Sterly" on her Helmet
Marked Spain on the whistle itself
3" long
By the name on the helmet "Sterly" and the color of the silver, it would make you think maybe Sterling or Silver Plate.  But I can't find any marks that would indicate so and there would be some kind of a silver mark.  It looks more like Nickel Plating maybe over Brass.
This is a wonderful Whistle to add to anyone's collection!
